Victor was born on June 22, 1955, in Brockville, ON, to Hilda and Lionel Morris. He was the eighth of thirteen brothers and sisters.

Victor married Barbara Ripley and they had four boys: Charles, Chad, Clarke, and Craig. Victor brought his family to Grande Prairie, AB, where they enjoyed fishing, hunting, and camping with many brothers, sisters, nieces, nephews, children, grandchildren, great-grandchildren, and close friends.
